Recusa- se a ideia de um estado intrinsecamente perverso e manipula-dor, tal como é apresentado pela public choice. Embora realcem aspectos no funcionamento do estado que não podem ser ignorados, as perspectivas da public choice são dificilmente aceitáveis, diz o autor, pois assentam em pressupostos irrealistas sobre o comportamento económico. No extremo oposto, as abordagens regulacionistas destacam o papel das instituições na vida económica e social e encaram o estado como uma forma institucional que garante a regulação do sistema económico. Assume- se a convicção neste artigo que, tal como demonstra a teoria da regulação, o estado pode ter um papel importante na economia, podendo estimular o crescimento e favorecer o aparecimento de novos modos de desenvolvimento. Todavia, se, por um lado, a teoria da regulação permite ultrapassar algumas das limitações da public choice, por outro, considera- se que há, ainda, muitas dificuldades por resolver.</span></p> <p class="MsoNormal"><span style="mso-bidi-font-size: 8.0pt; font-family: Arial; mso-bidi-font-family: ScalaSans; color: #231f20; mso-ansi-language: EN-US;">Summary</span></p> <p class="MsoNormal"><span style="mso-bidi-font-size: 8.0pt; font-family: Arial; mso-bidi-font-family: ScalaSans; color: #231f20; mso-ansi-language: EN-US;">Through the confrontation of two economic contemporary theories – the public choice and the regulation theory – this article evinces the limitations and the potentialities of the concepts of the state presented by both schools. Although enhancing aspects in the functioning of the state that can not be ignored, the perspectives of the public choice theorists (on the intrinsically perverse and manipulative character of the state) are hardly acceptable, the author says, because they lay on unrealistic presuppositions about the economic behavior. On the opposite side, the regulation theory points out the role of institutions in economic and social life. Under this perspective, the state is an institutional form that secures the regulation of the economic system. The author’s persuasion - in conformity with the seminal regulation theory assertions - is that the state may have an important role on economy, with the potential to stimulate the growth and the appearance of new ways of development. Nevertheless, if the regulation theory permits to surpass some of the limitations of the public choice theoretical system, on the other hand, it is made evident that there are still many difficulties to solve.</span><span style="font-family: Arial;"> <span lang="PT"></span></span></p> <!--EndFragment-->}, number={2}, journal={Interações: Sociedade e as novas modernidades}, author={Almeida, Vasco}, year={2002}, month={Abr.} }
